DEPARTMENT SUMMARY: This department is based on the St. Charles Health Care Bend campus and includes several teams that are located together in a workspace that facilitates cross-team support and collaboration system-wide. These teams include the Transfer Center, Central Communications, Staffing/Scheduling/Timekeeping Office and RN and CNA float pools. Additionally, this department facilitates several critical operations, communication, and facilities functions related to security, safety, and disaster preparedness.

POSITION OVERVIEW: The Nurse Manager of Patient Care Support manages the Bend and System Float pools and the Centralized Staffing/Scheduling/Timekeeping offices. This position will require strong skills in leading a multidisciplinary team. They will serve as the operational leader for the nursing team and staffing/scheduling/timekeeping department. This position directly manages caregivers, the system float pool, an Assistant Nurse Manager and Supervisor who supervise Bend Float Pool, Staffing Analysts, Scheduling Coordinators and Timekeeper teams.

ESSENTIAL FUNCTIONS AND DUTIES:

Oversee the operations of assigned department to ensure smooth and efficient department operations and that resources are available in the assigned units 24/7.

Responsible for budget development, regular monitoring, accountability and meeting all operational targets for all areas within span of control. Manages operations within the budget.  Responsible for resource management ensuring appropriate and sufficient equipment and supplies are available. Manages staffing and scheduling.  Provides productivity oversight and review. 

Works with leadership to achieve productivity standards.  Develops and implements annual plan including goals for unit with director and supervisor.

Hires, directs, coaches and monitors the performance of all direct reports, to develop and maintain a high performance team that meets organizational and department goals. 

Monitors and ensure all direct reports are current with compliance and safety requirements.  Implements and manages all organizational safety directives and goals

Provides and oversees team’s delivery of customer service in a manner that promotes goodwill, is timely, efficient and accurate.

Serves as a real-time resource and assists with clinical expertise for staff with problem-solving on patient care, processes, and family issues.  Serves as representative for all customers.

Assists with quality, safety, customer service and regulatory compliance oversight: SAS – Receipt, assignment, tracking and trending, delegation.

Coordinates quality initiatives and process improvements.  Aligns and manages to St. Charles Health System metrics and quality initiatives. 

In depth knowledge and understanding of labor contracts and supports implementation and upholding of the language with direct teams

Ensures team members’ competency in implementation of labor contracts and understanding of staffing laws and regulations

Maintains ongoing communication with staff, department leadership, and others to ensure needs are being met for staff and patients.  Engages medical staff to obtain input on the operation of the department and key decisions

Communicates (both written and orally) effectively and maintains professional relationships with caregivers, medical staff, patients, guests and other hospital departments

Role models two-way communication of the St. Charles Health Care mission, vision, values, and strategic plan for the department (staff meetings, rounds, etc.)

Facilitates department meetings.

Directs, oversees and provides for leadership development of staff.

Oversees staff documentation to ensure proficiency in compliance with hospital policies and regulatory agencies

Creates a healing environment that supports all aspects of care, respects the wholeness of the individual, and demonstrates therapeutic presence through attitudes and behaviors that enhance the care experience for patients and caregivers.  

Supports the vision, mission and values of the organization in all respects.

Collaborates with teams to review processes and identify/implement opportunities for improvements, applying Value Improvement Practice concepts and tools.

Supports Value Improvement Practice (VIP- Lean) principles of continuous improvement with energy and enthusiasm, functioning as a champion of change.

Provides and maintains a safe environment for caregivers, patients and guests.

Conducts all activities with the highest standards of professionalism and confidentiality.  Complies with all applicable laws, regulations, policies and procedures, supporting the organization’s corporate integrity efforts by acting in an ethical and appropriate manner, reporting known or suspected violation of applicable rules, and cooperating fully with all organizational investigations and proceedings.

May perform additional duties of similar complexity within the organization, as required or assigned.

EDUCATION                

Required:  Graduate of an accredited school of nursing.

BSN or Master’s degree in related field. 

Preferred:  Master’s degree in related field.

LICENSURE/CERTIFICATION/REGISTRATION

Required:  Current licensure with the Oregon State Board of Nursing.

Valid Oregon driver’s license and ability to meet St. Charles Health System driving requirements.

Ability to travel to business functions/trainings/meetings and all St. Charles Health System worksites.

AHA Basic Life Support for Healthcare Provider certification.

Preferred:  N/A

EXPERIENCE

Required:  Minimum of 4 years nursing experience, of which 2 years should be progressively more responsible experience relating to a management role.         

Preferred:  Experience in a specialty area of nursing.                

PERSONAL PROTECTIVE EQUIPMENT

Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.

PHYSICAL REQUIREMENTS:

Continually (75% or more): Use of clear and audible speaking voice and the ability to hear normal speech level.

Frequently (50%): Sitting, keyboard operation.

Occasionally (25%): Standing, walking, bending, stooping/kneeling/crouching, climbing stairs, reaching overhead, lifting/carrying/pushing or pulling 1-10 pounds, grasping/squeezing, operation of a motor vehicle, ability to hear whispered speech level.

Never (0%):  Climbing ladder/step-stool, lifting/carrying/pushing or pulling 11-50 pounds.
