Job Description:
Summary Under the limited supervision of the Health & Human
Services Director, the Clinic Manager performs a variety of
clinical/supervisory duties. In addition, this includes
administrative supervision of clinical nursing and non-nursing
staff, oversight of the Reproductive Health Program (HIV/STI),
Immunization Program, in-house pharmaceuticals, laboratory
functions, and the Patient Accounts Technician and EMR site
specialist. A person in this position is expected to work in a
highly independent manner with utmost integrity and reliability to
ensure quality of health care delivered is in accordance to
federal, state, and county policies and procedures. This position
requires the commitment to continually improve quality of care and
services provided by the health department by attending as needed
trainings and participation on the Quality Team. Essential Job

Leadership Support staff meetings, staff training and professional
development Represent Clinical Access Services programmatic needs
in leadership settings including weekly meetings, strategic and
budget planning, et cetera Support and participate in the ongoing
strategic planning process for the department Participate in
workgroups through the Coalition of Local Health Officials and
Central Oregon Health Council Serve on local, regional, state, and
national boards, and/or committees as applicable to best serve the
department and the community we serve General Oversight of
onboarding of new employees Participate in performance management
processes and work improvement plans as needed Work with department
Director and County Human Resources on hiring, performance
management, and other personnel needs Ensure physical building is a
safe and functional work environment Oversee facilities work order
processes in assigned space, communicate with department Director
and facilities Director re: cleaning services contract, and
collaboration with building owners for maintenance needs as
applicable Communicate effectively and accurately with various
media outlets Create and implement clinic policies and procedures
Perform staff evaluations and recruitment activities in
collaboration with team leads Clinic Services Oversight and
Supervision Knowledgeable of all federal, state and local clinic
program policies and procedures Provide direct supervision of
clinic staff Assure the effective and efficient delivery of
clinical service in accordance with high quality standards of care,
and applicable federal, state and local requirements Oversee daily
coordination of clinic operations for efficiency in client flow,
ordering supplies, cleaning, client management issues, electronic
health record documentation Monitor client satisfaction and follow
up with dissatisfied clients Monitor and proactively support vendor
and community partner relationships Effectively interview potential
new hires Train staff on required duties Build relationships with
community members and stakeholders, ensuring appropriate care
across the county and increasing access to clinical care for the
community Training and documentation Review employee licensure
status regularly Conduct, schedule, or assure attainment of
continuous educational training for staff Oversee chart audits and
implement improvements indicated Ensure staff are trained on lab
competencies as required Support and/or conduct community education
on health topics via multi-media outlets and events Maintain
appropriate CEUs for certification requirements Laboratory and
Medicine Assure quality of daily lab functions and cleanliness
Coordinate, manage, and implement federal, state, and local
guidelines for laboratory and pharmaceutical licensure Oversight of
inventory and ordering of medications and supplies Demonstrate
proper specimen handling, processing, testing, charting and
disposal Demonstrate proper use of lab equipment, testing mediums
and processes Demonstrate proper techniques and documentation for
all procedures and dispensing Create, implement, and maintain
accurate clinic policies and procedures Follow all procedures in
the lab manual and assure the requirements are completed Oversight
of training new staff on lab competencies as required in the lab
manual Assurance of clean and presentable patient care areas and
coordination with team as needed Immunization Program (Oversight)
Understand terms and concepts associated with childhood and adult
immunization and the diseases they prevent Describe and apply
current Oregon Health Division Immunization Schedule for specific
ages Understand department policies and procedures for
administering vaccinations Accurately interpret Oregon School Law
and implement standards for sites required to report Interview each
parent/client for possible precautions and contraindications
specific for each vaccine and possible reactions Vaccine
Administration Describe and demonstrate proper vaccine storage and
handling Administer vaccine in a safe manner, using universal
precautions and sharps safety according to standing orders and
procedures Demonstrate safe child comfort restraint and
immunization technique per department policy Accurately describe
procedures for immunization-related emergencies Documentation
Complete all forms, consents, records, and other documentation
required by the County and OHD Competently document in electronic
medical record software Understand terms and concepts involved in
determining payer source for vaccine with local, state and federal
programs or private insurance Program Development Oversee
Immunization Coordinator’s collaboration and development of
community partnerships Promote educational outreach efforts to
increase immunization rates in Crook County Participate in data
collection for local, state, and federal programs Maintain regional
partnerships and coalition participation Pursue grant writing
opportunities for program promotion Coordinate mass immunizing
clinic events including logistics, organizing mass transportation,
security, parking, traffic flow, emergency staff and accommodations
for public Attend continuing education re: changes in vaccine
epidemiology Function as primary or secondary contact for
excursions and other vaccine storage issues Reproductive Health
(Oversight) Coordination of Reproductive Health, STD, HIV Ryan
White, Prevention, and Lab programs Assure the effective and
efficient delivery of clinical service in accordance with high
quality standards of care, and applicable state and federal
requirements Coordinate day-to-day clinic operations for efficiency
in flow, ordering supplies, cleaning, client management issues,

the Meaningful Use Program with OCHIN Oversight of procedure,
policy and protocol development and reviews Assess, plan, evaluate
and implement general community health nursing services Plan and
exchange information with healthcare providers and other health
workers for more effective care of the individual patient; take
responsibility for development of community organization and
planning for health services with community groups Coordination and
updating of Standing Orders Understand terms and concepts
associated with family planning program policies and procedures
Understand terms and concepts associated with laboratory policies
and procedures Describe and apply current OHD policies and
procedures regarding family planning services Assure each client is

for each birth control method and potential side effects Create and

supervises the Nurse Home Visiting in Family Health Services and
the programs in Clinical Access Services. Work Environment Ability
to work in a fast-paced environment, work evenings and weekends for
events occasionally, and travel when required; this role routinely
uses standard office equipment such as computers, phones, and

Expected Hours of Work This is a full-time position. Typical days
and hours of work are Monday through Friday, 8:00a.m. to 5:00p.m.
Some weekends and evenings will be required for travel, events,
and/or training. Days and hours may vary in a public health
emergency. This position qualifies for flexible scheduling options
as approved by the department Director. Travel Travel throughout
Central Oregon to meetings, and occasional State or National
meetings. Must hold a valid Oregon’s driver’s license. Required
Education and Experience Associate Degree plus 7 years experience
in clinical and/or home care settings OR Bachelor’s Degree and 2
years experience in clinical and/or home care settings OR Any
equivalent combination of licensure, training, education, and
experience, RN, Paramedic, LPN, MA, EMT-I, that provides the
required skills and knowledge to perform the job. Regardless of
education, must have a current and valid License or Certification
to practice in Oregon AND Clearly demonstrate experience leading
teams and having project/program oversight Preferred Education and
Experience Masters Degree in Public Health, nursing, social
services, health administration, or related field At least two
years of experience in health administration At least one year
experience supervising staff and/or primary project/program
oversight Licensed Registered Nurse Experience with community
organizing event planning and coordination Bilingual Additional
