Changes to its assigned classification, requirements, job duties, and salary range may occur.)Starting Pay Range$84,078 - $103,579 annually plus exceptional benefit packageHours per Week:40 hr/wkWork Schedule:Typically 8:00am - 5:00pmDays of the Week:Typically Monday - FridayJob Summary/Purpose:Primary Purpose: This administrative position is responsible for the effective management and supervision of all aspects of the Fiscal Services Department. The Director supervises, trains, and mentors employees in the areas of payroll and accounting within Fiscal Services.Terms of Employment: This is a 12-month exempt position at pay level 28 in the Administrative salary schedule. Requires flexible work schedule, which may include evenings and/or weekends as well as travel throughout the district. Requires the provision of official transcripts upon hire. Upon hire, must pass criminal and/or driving history; only information relevant to the position will be considered.Essential Functions:Daily Operations, Leadership, and Supervision

  • Manage the daily operations of the Fiscal Services Department.
  • Lead and supervise employees in the areas of payroll and accounting, including training, coaching mentoring, evaluation, and support.
  • Prepare and maintain accounting records, journal entries, reports, and archive according to accounting record retention requirements.
  • Manage and provide oversight to all key accounting functions including accounts payable, accounts receivable, payroll, budgeting, compliance reporting, financial reporting, and cash management.Budget and Compliance Oversight5. Coordinate all aspects of budget development process throughout the annual budget cycle and provide budgetary oversight and assistance to college departments. Ensure full compliance with Oregon Budget Law.6. Manage and coordinate annual audit. Prepare audit work papers and financial statements for the annual audit and assist external auditors with completion of the annual audited financial statements.7. Perform annual posting of required financial information to EMMA and the federal clearinghouse. 8. Manage, coordinate, and prepare all required accounting cycle steps, including year-end closing process and capital assets.9. Manage all bank accounts, perform cash transfers and supervise preparation of bank reconciliations.10. Manage and provide oversight on VISA procurement card program.Coordination Activities 11. Coordinate work with Human Resource in the administration of employee benefit programs, employee contracts, and the coordination of personnel actions according to college policies, procedures and collective bargaining agreements. 12. Work closely with HRIS Business Model Manager to ensure new software releases and upgrades are implemented properly and adequate accounting system security is maintained. 13. Provide fiscal oversight for cashiering activities and compliance reporting within Enrollment Services.Knowledge, Skills and Abilities:
  • Knowledge of complex fund accounting, budgeting, and enterprise resource planning (ERP) systems.
  • Proficiency in all aspects of accounting functions (e.g., accounts payable, accounts receivable, payroll, fund and grant accounting, and budget development).
  • Ability to direct, supervise, and manage employees across fiscal service areas.
  • Skill in training, mentoring, and evaluating employees.
  • Must exercise strong critical thinking and problem solving skills and the ability to maintain confidentiality in all aspects of the job.
  • Knowledge of COCCs policies and procedures to ensure proper processing of accounting and budgeting activity in a timely manner.
  • Knowledge of Oregon Budget Law, Oregon Revised Statutes and governmental accounting standards.
  • Proficiency with Microsoft Office Suite applications (Excel, Word, Access, and Outlook).
  • Ability to communicate, provide assistance and information, and work effectively and cooperatively with the college community and external entities.Physical Demands and Other Ergonomic Requirements:OTHER ERGONOMIC REQUIREMENTSWork hours are regular, per the established work schedule. Work is performed in an ordinary office, mostly sitting. While performing the duties of this position, the employee is required to function effectively indoors in an office environment engaged in work of primarily a sedentary nature with the ability to sit or stand at workstation for extended periods. The employee is regularly required to sit, use hands and fingers, handle or feel objects, tools or controls, reach with hands and arms and requires near visual acuity to write, read written materials and computer screens, and sufficient hearing and speech ability for ordinary telephonic conversations. Occasional lifting under ten pounds for 15 percent of the time. Computer screen is used more than 75 percent of the time.
